A Publishing Model Under Siege

For decades, the economics of academic publishing operated on a paradox that most people outside universities never noticed. Researchers — the vast majority of them employed by publicly funded institutions — produced original scholarship at their own expense, submitted it to journals for free, performed peer review without compensation, and then watched their institutions pay tens of thousands of dollars annually to subscribe to the same journals that published their colleagues' work. The knowledge was created with public money, yet access to it was controlled by private publishers charging premium prices.

That model is now under serious and sustained challenge. A coalition of researchers, librarians, university administrators, and federal policymakers has spent the better part of two decades building the infrastructure and political will for a different approach — one in which publicly funded research is freely and immediately accessible to anyone with an internet connection. The open-access movement, once a fringe academic cause, has become mainstream institutional policy.

The Federal Mandate That Changed Everything

The most consequential recent development in US open-access policy came in August 2022, when the White House Office of Science and Technology Policy (OSTP) issued a memorandum directing all federal agencies that fund scientific research to require immediate public access to the results of that research. Previously, agencies such as the NIH had allowed a twelve-month embargo period before funded research needed to be made publicly available. The 2022 memo eliminated that embargo, effective December 31, 2025, for most major funding agencies.

The practical implications are significant. The NIH alone funds tens of billions of dollars in research annually. Under the updated policy, every journal article resulting from that funding must be deposited in PubMed Central and made freely accessible to the public at the time of publication — not a year later. Similar requirements are being implemented across the Department of Energy, the National Science Foundation, the Department of Defense, and other major federal research funders.

For students and independent researchers, this means a growing share of the most current, rigorous, and well-funded science in the country will be freely readable without institutional affiliation or subscription access.

University Policies: Leading the Charge from the Inside

Federal mandates tell only part of the story. Long before Washington acted, a number of leading US research universities had already adopted their own open-access policies, requiring faculty to deposit their scholarly articles in institutional repositories as a condition of employment or grant approval.

Harvard University adopted its landmark Faculty Open Access Policy in 2008 — the first such policy at a major US research institution. Under the policy, Harvard faculty grant the university a nonexclusive license to distribute their scholarly articles, which are then deposited in DASH, Harvard's open-access repository. MIT, Stanford, Princeton, and the entire University of California system have since adopted similar policies, collectively covering tens of thousands of faculty members and generating hundreds of thousands of freely accessible publications annually.

Librarians at these institutions have been among the most vocal advocates for the shift. In interviews and public statements, academic librarians have consistently described the previous subscription model as financially unsustainable and ethically indefensible. Annual journal subscription costs at major research universities routinely exceed one million dollars, with some institutions spending considerably more. That money, critics argue, could fund actual research rather than access to research already completed.

Which Fields Have Made the Most Progress?

Open access has advanced unevenly across academic disciplines, shaped by funding structures, publishing traditions, and the specific economics of different fields.

Physics, Mathematics, and Computer Science have been at the forefront since the 1990s, largely because of arXiv. Preprint culture is so deeply embedded in these disciplines that many researchers post their work to arXiv before — or simultaneously with — formal journal submission. In high-energy physics, the rate of open-access availability exceeds 90 percent in many subfields.

Biomedical and Life Sciences have been transformed by the NIH public access mandate, which has been in place in some form since 2008. PubMed Central now hosts millions of full-text articles, and the 2022 OSTP memo will accelerate that growth substantially.

Economics and Law have benefited significantly from SSRN, which has normalized the distribution of working papers and preprints among researchers in those fields. Many influential economics papers circulate widely on SSRN months or years before formal publication.

Humanities and Qualitative Social Sciences have lagged behind, in part because book-length monographs — rather than journal articles — remain the primary currency of scholarly reputation in many of those fields, and open-access models for books are less developed. Progress is being made, however, through initiatives like the Humanities Open Book Program and the Directory of Open Access Books (DOAB).

What This Means for Students Today

The policy shifts described above are not abstract institutional debates. They have concrete, immediate effects on what students can read, cite, and build upon in their academic work.

A student researching climate policy, for example, can now access the full text of NIH-funded environmental health studies, NSF-funded atmospheric science papers, and faculty scholarship from UC Berkeley, MIT, and Stanford — all without a subscription or a fee. Five years ago, many of those same papers would have been locked behind paywalls accessible only through expensive institutional licenses.

The expansion of open access also has equity implications that are difficult to overstate. Students at well-resourced private universities have long enjoyed broad access to journal subscriptions their institutions negotiate. Students at community colleges, regional state universities, and institutions with smaller library budgets have historically had access to far fewer resources. Open access narrows that gap, giving a student at a community college in rural Mississippi access to the same cutting-edge research available at Yale or Stanford.

The Road Ahead: Unfinished Business

Despite meaningful progress, significant barriers remain. Large commercial publishers have adapted to open-access pressure by introducing article processing charges (APCs) — fees paid by authors or their institutions to make individual articles freely available. These charges can range from several hundred to several thousand dollars per article, effectively shifting the financial burden from readers to researchers. Critics argue that this model disadvantages scholars at less wealthy institutions and in countries with limited research funding.

Alternative models — including diamond open access, in which journals are funded by institutions or scholarly societies rather than by author fees — are gaining traction but have not yet achieved the scale needed to displace the dominant commercial publishers.

For now, the trajectory is clear. Open access is no longer a fringe movement or a wishful aspiration. It is becoming the default expectation of major research funders, leading universities, and an increasing number of researchers themselves.
