Rigged by Design: How Citation Gaming Rewards Prestige While Locking Out the Research That Actually Matters
Academic publishing has always operated on a currency of citations. A researcher's citation count signals influence, shapes hiring decisions, and determines who receives grant funding. But the system governing that currency has developed a serious counterfeiting problem—one that is simultaneously distorting American science and reinforcing the very access barriers that prevent the public from reading the research its tax dollars fund.
The mechanics of citation gaming are not particularly secret. Scholars, department chairs, and journal editors have discussed them in hushed tones for years. What has changed is the scale, the sophistication, and the growing body of evidence documenting how pervasive the problem has become.
The Metrics That Measure—and Mislead
At the center of this dysfunction sits the Journal Impact Factor (JIF), a measure originally developed in the 1960s by Eugene Garfield to help librarians make purchasing decisions. It was never intended to evaluate individual researchers or rank scientific contributions. Yet today, tenure committees, grant panels, and hiring boards across the United States routinely use a journal's impact factor as a proxy for the quality of work published within it.
This misapplication has created a feedback loop with predictable consequences. Researchers under institutional pressure to publish in high-impact journals concentrate their submissions in a narrow band of prestigious outlets. Those outlets accumulate citations almost automatically—because other researchers, also under pressure, preferentially cite papers from high-impact venues. The cycle rewards reputation over rigor and prestige over accessibility.
A 2019 analysis published in PLOS Biology found that a significant proportion of citations in high-impact biomedical journals were self-citations or citations exchanged within tight clusters of collaborating institutions. The practical effect is that research networks centered at well-funded universities—Harvard, Stanford, MIT, and their peer institutions—accumulate citation capital at rates that smaller or regional universities structurally cannot match, regardless of the underlying quality of their scholarship.
Engineering the Numbers
Beyond passive concentration, citation manipulation has taken more deliberate forms. The practice of "coercive citation"—in which journal editors pressure authors during peer review to add references to the journal's own published articles—has been documented repeatedly. A landmark survey conducted by Allen Wilhite and Eric Fong, published in Science, found that nearly one in five researchers reported experiencing such pressure, with rates significantly higher in business, economics, and sociology.
Some journals have been caught coordinating citation rings, in which editors from multiple publications agree to cite one another's journals systematically, inflating their respective impact factors. Clarivate Analytics, which administers the Journal Citation Reports, has suppressed or placed under review dozens of journals for such behavior. But detection is inconsistent, penalties are temporary, and the underlying incentive structure that makes gaming rational remains entirely intact.
For individual researchers, the tools of manipulation include strategic self-citation, the deliberate salting of reference lists with high-impact papers regardless of their actual relevance, and the cultivation of informal citation reciprocity networks—arrangements in which colleagues agree to cite one another's work across publications. None of these practices are technically prohibited. Most are invisible to reviewers. All of them compound the disadvantage faced by researchers who lack the institutional networks to participate.
The Access Connection
What makes the citation economy particularly corrosive in the context of research access is that paywalls and citation metrics interact in deeply unfair ways. Research locked behind subscription barriers is structurally less likely to be cited—not because it is less significant, but because fewer readers can reach it.
A 2001 study by Steve Lawrence, published in Nature, found that freely available computer science papers were cited roughly 4.5 times more often than papers available only through paid access. Subsequent research across disciplines has repeatedly confirmed this "open access citation advantage," though the magnitude varies by field. The implication is stark: publication in a paywalled high-impact journal may actually reduce a paper's real-world influence relative to its open access equivalent, even as it enhances the author's institutional prestige metrics.
This creates a paradox that disproportionately punishes researchers at underfunded institutions. A faculty member at a well-resourced R1 university publishes in a prestigious paywalled journal, accumulates citations through institutional network effects, and advances professionally. A researcher at a regional public university or a minority-serving institution publishes comparable work in a lower-prestige open access venue, accumulates fewer citations despite potentially broader public readership, and faces slower career advancement—not because the science is weaker, but because the metrics are structurally biased against them.
Who Benefits, and Who Doesn't
The beneficiaries of citation gaming are not difficult to identify. Elite research universities benefit because their faculty dominate the high-citation networks. Large commercial publishers benefit because high impact factors justify subscription price increases. Senior faculty with established citation records benefit because the system compounds existing advantages over time.
The losers are equally identifiable. Early-career researchers who cannot afford to play the long game of network cultivation are disadvantaged. Faculty at teaching-focused institutions with fewer resources for conference travel and collaboration are disadvantaged. Researchers in the global south—and to a lesser but real extent, researchers at underfunded American institutions—are disadvantaged. And the public is disadvantaged, because the research most likely to receive visibility and funding is not necessarily the research most likely to address pressing social needs.
Proposed Reforms and Their Limits
The reform conversation is not new, but it has gained momentum. The San Francisco Declaration on Research Assessment (DORA), launched in 2012, called on institutions, funders, and publishers to stop using journal-level metrics to evaluate individual researchers. More than 2,000 organizations have now signed DORA, including several major American universities and the National Institutes of Health.
The Coalition for Responsible Metrics has advocated for a broader framework that would incorporate qualitative assessment, public engagement, and real-world impact alongside citation counts. Some institutions have begun experimenting with narrative CVs, which allow researchers to describe the significance of their work in plain language rather than reducing their contributions to a list of journal names and h-indices.
Legislatively, the OSTP's 2022 memo requiring immediate open access for federally funded research—effective by 2025—represents a structural intervention that could, over time, begin to level the citation playing field by ensuring that publicly funded work is freely readable and therefore more equitably citable. But the memo does not address the underlying incentive structures that make gaming rational in the first place.
Real reform will require institutions to mean what they say about valuing research quality over prestige—and to demonstrate that commitment in tenure decisions, not just policy statements. Until hiring committees stop treating a Nature byline as automatically superior to a peer-reviewed open access paper, the citation cartel will continue to operate, invisible and largely unchallenged, at the heart of American academic life.
