BASE surfaces this material efficiently, and its advanced filters allow researchers to limit results to open-access documents, specific document types, and date ranges. The interface is clean, and the search logic is sophisticated enough to handle complex Boolean queries.

SSRN: The Preprint Server That Shapes Policy Debates

The Social Science Research Network has functioned for decades as the primary preprint server for economics, law, finance, and adjacent social sciences. Authors deposit working papers, drafts, and forthcoming articles on SSRN before — and sometimes instead of — formal journal publication. With more than 200 million records, it functions as a kind of universal clearing house for scholarship that has been made freely available by its authors or institutions.

What makes CORE particularly practical is its API access and its dataset downloads, which are available to researchers who want to conduct large-scale bibliometric or text-mining analyses. For everyday users, the standard search interface surfaces full-text PDFs across virtually every discipline. Researchers working in computer science, engineering, physics, and mathematics will find especially strong coverage, given the open-access culture in those fields.

Government and Intergovernmental Archives

Several federal and intergovernmental repositories deserve mention for researchers working in policy-adjacent disciplines. The Government Accountability Office publishes hundreds of reports annually on topics spanning defense procurement, healthcare spending, infrastructure, and regulatory effectiveness — all freely downloadable.
